Kit Scenario: A Project Scenario defines the scope for your project documentation and tools. The Kit Scenario you choose depends upon your specific project endpoints defined as the platform and specific product release you are moving to, and the platform and version you are migrating from.

All scenario address a transition to the FINAL PLATFORM you select, guiding the project procedures regardless of the existing configuration having existing Exchange running already, having no Exchange, or currently operated with SBS based platforms. Even without a Microsoft Transition Pack you can migrate away from SBS based operation to your choice or new platform.
